The Estancia at Wiregrass Community Development District board considered extending multi-use trail construction, repairing erosion at two ponds and resurfacing the community pool at its Tuesday, July 21, 2026, meeting at the Estancia Clubhouse on Estancia Boulevard in Wesley Chapel.

Official minutes and vote outcomes had not been posted as of Wednesday, July 23. What follows is based on the published agenda and prior meeting records.

The five-member Board of Supervisors, chaired by Tami Taylor, considered a change order from Element Environmental to extend multi-use trail improvements into Sections 3, 4 and 5 of the community. The board unanimously approved Element Environmental's bid for Sections 1 and 2 at $275,150 at its Tuesday, June 16, meeting, and District Engineer David Hamstra told supervisors at that meeting the district was still "$274,000 below the threshold" for CDD procurement, leaving room to add the remaining sections by change order. The trail project has been in planning since at least December 2024.

Dollar amounts for the Sections 3-5 change order were not included in the published agenda; the district listed the item as "to be provided under separate cover."

The board revisited erosion repair proposals from Steadfast Environmental for Ponds 9 and 31, both tabled in June. Hamstra ranked Pond 31 as the top priority at the June 16 meeting, citing erosion creeping toward the back of a home. The board previously approved a not-to-exceed $150,000 for erosion and stormwater work across the district's 37 ponds.

Amenity Manager Amy Herrick flagged the pool's condition at the June 16 meeting: "The pool cracks are getting larger. They are losing water very slowly, but it's just going under the pool. This is not an emergency, but the cracks are getting bigger." Resurfacing bids were brought to the July meeting as directed.

The agenda also included new pavilion and club room rental agreements, updated Community Amenity Guidelines and Resolution 2026-10 to schedule a public hearing on revised rules of procedure. District Counsel Michael Eckert of Kutak Rock noted in June that the rules are rewritten every two years to incorporate recent legislative changes.

The board was scheduled to accept the district's fiscal year 2025 audit from Berger, Toombs, Elam, Gaines & Frank. The audit found total revenues of $4.25 million against expenses of $4.31 million, a net loss of about $63,000. The prior year showed a net loss of $828,590. The district carries $16.7 million in outstanding bond debt across two series, from 2013 and 2015.
