Homeowners in Avalon Park West could see their annual community development district assessments rise by hundreds of dollars next fiscal year. Friday, Aug. 28, is an opportunity for residents to comment before the board considers adopting the budget and assessments.
The Woodcreek Community Development District’s proposed fiscal year 2027 budget calls for $365,411 in general fund spending, more than triple the $106,661 adopted for the current year. The proposal includes $244,187 in field operations costs, including $198,468 for landscape maintenance and pond mowing, $26,719 for lake and stormwater management and $9,000 for a field manager.
The district’s general fund has not previously included field operations costs. Every lot type would face higher bills under the proposal.
A single-family homeowner on a 50-foot lot would pay $2,095.51 in total assessments under the proposal, up $373 from the current $1,722.88. Owners of 60-foot lots would pay $2,514.62, up $473 from $2,041.84. Villa owners on 35-foot lots would pay $1,397.01, a $206 increase, and townhome owners on the Series 2025 bond roll would pay about $122 more, rising to $1,048.22.
Hearing details
The public hearings begin at 10 a.m. Friday, Aug. 28, at the Avalon Park West Amenity Center, 5060 River Glen Blvd., Wesley Chapel. The meeting agenda lists hearings on adopting the FY2027 budget, imposing maintenance and operation assessments and adopting revised rules of procedure.
The meeting will convene immediately after the Avalon Park West CDD meetings, also scheduled for 10 a.m., according to the Woodcreek CDD website. Residents who cannot attend in person may call 1-888-354-0094 and enter passcode 131 733 0895.
The board also plans to consider a field operations rate increase from Access Management and an amendment to the Solitude Lake Management annual services agreement, both of which could affect future costs.
Board members
The five-member board currently has one vacancy. Supervisors listed on the Aug. 28 agenda are Christian Cotter, Seat 1; Mary Moulton, Seat 2; Woody Hughes, Seat 3; and Brandy Kelly, Seat 5. Seat 4 is vacant.

Previous budget hearing
At the Sept. 26, 2025, budget hearing, no members of the public spoke before the board unanimously adopted the FY2026 budget and levied assessments. The district’s most recent audit received an unmodified opinion with no findings.
The new fiscal year begins Oct. 1. The next scheduled board meetings are Sept. 25 and Oct. 12, both at 10 a.m. at the amenity center.
