Gregory Fuher, a Wesley Chapel resident and U.S. Navy veteran, is running for Pasco County Mosquito Control District Board Seat 2 in the Nov. 3 general election. The nonpartisan race is the first cycle where Seat 2 directly represents the Zephyrhills and East Pasco subdistrict, according to Fuher's campaign.

Fuher faces Shanon R. Holm, according to BallotReady election data. Asked in our questionnaire why he is seeking office, Fuher said: "Pasco County doesn't need a passenger on the board—we need a working watchdog who asks the hard questions, protects taxpayer dollars, and insists on absolute transparency."

Candidate information

Residence: Wesley Chapel. Fuher said he has been a Pasco County resident for 17 years.

Party affiliation: "Republican," Fuher said in our questionnaire. The Pasco County Supervisor of Elections lists him as a no-party-affiliation candidate.

Family: "My wife Leyna and I have 5 adult children Jeffrey, Brittany, Christopher, Kianna and Lauralee," Fuher said.

Education: Fuher said in our questionnaire: "I am currently continuing my business administration degree at Pasco Hernando State College and expect to have my AS degree by 12/27 and then transfer to a university to finish my bachelors degree." He also listed Cosumnes River College on his campaign profile.

Campaign finance: Fuher raised $100 per Pasco County campaign-finance filings as of the September 2026 reporting period, according to The Ballot Brief.

Experience and public service

Asked about his occupation and work history in our questionnaire, Fuher said: "I am a business consultant and have been an executive leader for the past 23 years. I have also served in the US Navy. I have been responsible for up to $100 million dollar budgets and have been responsible for making difficult decisions that can make or break an organization."

Fuher listed senior leader roles at Copart and IAA (Insurance Auto Auctions) and founder of Shellback Executive Consultants on his campaign profile.

Asked about previous offices, Fuher said in our questionnaire: "I have not held any other elected offices, and I have been appointed to and am currently serving on the Pasco County Building Commission."

On the issues

Accomplishments and qualifications: Asked what evidence he can handle the job, Fuher said in our questionnaire: "Special district oversight requires someone who understands contracts, workflows, and balance sheets—and isn't afraid to ask the hard questions."

First priority if elected: Fuher said: "My first priority is to initiate tight procurement policies for the district to operate under. The district needs to contract with a third-party vendor that will allow the district to advertise RFP's nationwide in order to have a more competitive environment to allow the district to receive the lowest possible cost. I also want to prioritize Pasco County small businesses whenever possible so we can keep our tax dollars inside the county!"

Military experience and mosquito control: Asked how his Navy background translates to overseeing the district, Fuher said: "A board isn't there to micro-manage daily spraying, but to hold leadership accountable and ensure taxpayer funds are managed like a professional operation."

Differences from opponent: Fuher said in our questionnaire: "Instead of accepting administrative recommendations blindly, I actively scrutinize vendor claims and challenge workarounds." He said he demands "rigorous, nationwide competitive bidding rather than accepting unchallenged single-supplier claims."

Public access: Fuher said he supports "shifting meeting times, hybrid streaming, and digital comments so working families have a voice."

The seat carries a four-year term.
