A proposed 32.5-acre development at Old Pasco Road and Overpass Road in Wesley Chapel would bring 417 residences, nearly 43,000 square feet of retail space and a potential hotel to the intersection's northeast corner.

The project, called Pomelo Square, includes 325 apartments and 92 townhomes, according to marketing materials from real estate firm Franklin Street.

The plans call for 42,800 square feet of retail space, with individual spaces ranging from 1,500 to 8,000 square feet. A separate hotel pad is being offered for sale, but no hotel operator has been identified.

The proposed development was detailed in July by Wesley Chapel Community, which published a closer look at the project's site plan and renderings on Oct. 11.

Minneapolis-based Ryan Companies is developing the retail and apartment portions, while PulteGroup is responsible for the townhomes, according to Florida YIMBY. The Tampa Bay Business Journal also identified Ryan Companies as the lead developer.

County commissioners approved land-use changes

Pasco County commissioners approved two related measures Jan. 6 that established a framework for mixed-use development on the property.

The board voted 3-2 to change the site's future land-use designation from commercial to planned development. Commissioners separately approved the companion master-plan development rezoning by a 4-1 vote, according to records of the Jan. 6 meeting.

The approvals allow a combination of residential, retail, office and hotel uses. The development limits authorized through the county process are broader than the specific mix now advertised in Franklin Street's brochure.

Commissioners debated parking, employment opportunities and the site's proximity to the planned Johns Hopkins All Children's Hospital campus before approving the changes.

Those approvals do not mean construction can begin immediately. Detailed engineering plans, applicable permits and other development requirements must still be satisfied.

In late March, plans for 92 townhomes were submitted for county review, according to The Wesley Chapel Loop. The filing's current approval status has not been independently confirmed.

Shops, apartments and pedestrian paths planned

Franklin Street's site plan places retail buildings and the hotel pad near Overpass Road, apartment buildings along Old Pasco Road and townhomes toward the eastern side of the property.

The design also shows landscaped green space, a 10-foot pedestrian path, a drive-through retail pad and multiple access points along Old Pasco Road, including full-access and right-in, right-out connections.

Architectural renderings depict storefront windows, outdoor seating and landscaped parking areas.

The renderings are conceptual, and businesses shown on placeholder signs should not be interpreted as confirmed tenants.

The Franklin Street brochure advertises a project completion target around the first quarter of 2028. However, the document was created in May 2025, and the target has not been independently confirmed through a more recent developer announcement or county construction schedule.

Road widening underway near development

Pomelo Square would sit along a section of Old Pasco Road undergoing a major widening project.

Contractor B.R.W. Contracting Inc. is working on approximately 1.4 miles of roadway between an area south of Sonny Drive and north of Overpass Road.

The $22 million project is intended to expand the corridor to four lanes and improve traffic capacity in the growing area.

Construction began in early 2024 and has continued through 2026.

Residents can follow future development applications, permit decisions and public hearing notices through Pasco County's website.
