Shanon R. Holm is running for Pasco County Mosquito Control District Board Seat 2 in the Nov. 3 nonpartisan election. Gregory Fuher is also running for the seat.
Asked why he is running, Holm said in our candidate questionnaire, "With Commissioner Matt 'Skeeter' Abbott stepping down this November, the Pasco County Mosquito Control Board requires an experienced leader who can take charge immediately—and I am that leader." He added, "I have spent more than a decade fighting for East Pasco to have a seat at the table. Right now, every single commissioner lives in New Port Richey. By electing me, you will secure East Pasco's first-ever resident on the board …"
Candidate information
Residence: Holm said in our questionnaire, "I live in East Pasco with my fantastic wife, Katie—a local nursing educator—and our six-year-old son, who is a first grader at San Antonio Elementary …"
Biography: Holm said in his candidate filing that he "was born and raised in the state of Florida" and "has lived and worked in Pasco County since 2007." He said he became an East Pasco homeowner in 2017.
Education: Holm said in our questionnaire, "I have a Bachelor's Degree from the University of South Florida. Go Bulls!!!"
Party affiliation: The race is nonpartisan. Holm said in our questionnaire, "This nonpartisan election centers almost entirely on fiscal management rather than social issues. If elected, my primary focus will be serving as a fiscal conservative watchdog for our community. While party affiliation is less relevant in a local race of this nature, public records indicate that both candidates are registered members of the Republican Party."
Experience and public service
On his work history, Holm said in our questionnaire, "While I am incredibly proud of my 19-year career managing youth programs in East Pasco County, it is my proven financial leadership that directly qualifies me for this role. As a current Board member for the Mirada Community Development District, I actively oversee a $3 million budget …"
On his record at the Mirada CDD, Holm said in our questionnaire, "When our management team proposed an increase in fees, I stepped forward, made the motion to maintain our current tax rates, and rallied my fellow board members to vote down the budget increase."
According to BallotReady profile data, Holm has worked as a senior court program coordinator at the Sixth Judicial Circuit of Florida Administration since 2007.
Holm also listed volunteer roles including committee member for the 9-11 Memorial Walk/Run 5K of Gulf Harbors, assistant logistics chair for Relay for Life of New Port Richey and committee member on the Pasco Republican Executive Committee, according to his candidate filing.
On the issues
Asked what accomplishments show he can handle the job, Holm said in our questionnaire, "I am the only candidate in this race with proven experience serving on a government board and managing a multi-million dollar budget. I am fully prepared to lead on Day 1—readiness that is absolutely critical as our community navigates the current dengue fever outbreak and the local state of emergency."
On fiscal responsibility, Holm said on his Activate Pinellas candidate page, "I am committed to bringing practical leadership, accountability, and responsible stewardship to the Pasco Mosquito Control District."
