Gregory Fuher, a Wesley Chapel resident and U.S. Navy veteran, is running for Pasco County Mosquito Control District Board Seat 2 in the Nov. 3 general election. The nonpartisan race also includes Shanon R. Holm, according to The Ballot Brief.

Asked why he is seeking the office, Fuher said in our candidate questionnaire: "Pasco County doesn't need a passenger on the board—we need a working watchdog who asks the hard questions, protects taxpayer dollars, and insists on absolute transparency."

Candidate information

Residence: Wesley Chapel. Fuher said he has been a Pasco County resident for 17 years.

Party affiliation: "Republican," Fuher said in our questionnaire. The seat is nonpartisan.

Family: "My wife Leyna and I have 5 adult children Jeffrey, Brittany, Christopher, Kianna and Lauralee," Fuher said.

Education: Fuher said in our questionnaire: "I am currently continuing my business administration degree at Pasco Hernando State College and expect to have my AS degree by 12/27 and then transfer to a university to finish my bachelors degree." His campaign page also lists Cosumnes River College.

Campaign finance: Fuher raised $100 per Pasco County campaign-finance filings as of the September 2026 reporting period, according to The Ballot Brief.

Experience and public service

Asked about his occupation and work history, Fuher said in our questionnaire: "I am a business consultant and have been an executive leader for the past 23 years. I have also served in the US Navy. I have been responsible for up to $100 million dollar budgets and have been responsible for making difficult decisions that can make or break an organization."

On previous offices, Fuher said: "I have not held any other elected offices, and I have been appointed to and am currently serving on the Pasco County Building Commission."

His campaign materials list roles including senior leader at Copart, senior leader at IAA (Insurance Auto Auctions), law enforcement officer and founder of Shellback Executive Consultants.

On the issues

Accomplishments: Asked what past accomplishments qualify him for the job, Fuher said: "My background combines military discipline, large-scale operations, and executive consulting … Military Service (U.S. Navy Veteran): Instilled a lifelong commitment to duty, strict protocol, and high-pressure accountability. Decades of Executive Leadership: Over 20 years managing complex operations … Process Optimization: As an executive consultant and Lean Six Sigma Yellow Belt, I cut inefficiencies and conduct ground-up budget reviews."

Differences from opponent: Fuher said: "Instead of accepting administrative recommendations blindly, I actively scrutinize vendor claims and challenge workarounds. … I demand rigorous, nationwide competitive bidding rather than accepting unchallenged single-supplier claims."

He also said he advocates "shifting meeting times, hybrid streaming, and digital comments so working families have a voice."

First priority if elected: Fuher said: "My first priority is to initiate tight procurement policies for the district to operate under. The district needs to contract with a third-party vendor that will allow the district to advertise RFP's nationwide in order to have a more competitive environment to allow the district to receive the lowest possible cost. I also want to prioritize Pasco County small businesses whenever possible so we can keep our tax dollars inside the county!"

Navy experience and mosquito control: Asked how his military background translates to the role, Fuher said: "Managing aircraft, fleets, and inventories requires disciplined asset oversight and vendor evaluation. … A board isn't there to micro-manage daily spraying, but to hold leadership accountable and ensure taxpayer funds are managed like a professional operation."

The Pasco County Supervisor of Elections lists the seat as a four-year term. Fuher is certified for the ballot.
